- This RFQ is opened publicly for both local and international companies. However, it is a requirement for international companies to establish partnership with local company who have registered with the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam
- The Tender Form must be accompanied by a valid copy of Business Registration Certificate 16 & 17 / Form X, which details business information such as name, registration number, place of incorporation, and the identity card or passport number of the owner. Private Limited (Sdn Bhd) companies are required to submit a Certificate of Tax Compliance (COTC).
Payment for participation fee must be made at the Lobby, Ground Floor, Ministry of Home Affairs between:
3.1. Ramadhan Operating Hours Monday – Thursday, & Saturday 8:15 AM – 12:30 NOON
3.2. Normal Operating Hours Monday – Thursday 8.00 AM – 11.00 AM and 1.45 PM – 3.00 PM
Saturday 8.00 AM – 10.30 AM
Tenderers must use the original form issued by Ministry of Home Affairs. The form can be obtained from the Security and Welfare Division (Immigration and National Registration Unit), 4th Floor, Ministry of Home Affairs between: 4.1. Ramadhan Operating Hours Monday – Thursday, & Saturday 8:15 AM – 12:30 NOON
4.2. Normal Operating Hours Monday – Thursday
8.00 AM – 11.00 AM and 1.45 PM – 3.00 PM
RFQ submission shall comprise of ONE (1) original and TWO (2) paper copies, marked “ORIGINAL” and “COPY” respectively, along with an electronic copy of PDF and Word/Excel format, shall be submitted in a sealed envelope clearly labelled:

- All completed forms and requisite supporting documents must be returned and placed in the MINI TENDER BOX at the Ministry of Home Affairs before 2:00 P.M. (Brunei Darussalam Time) on 13 May 2025, and addressed to:

- Any submissions received after the specified date and time will not be considered.
- Any price changes made using a correction pen will not be accepted. Price amendments must be made by striking out incorrect figures, writing the correct figures above, and ensuring the changes are signed and stamped by the company.
- The successful company must comply with all regulations and agreements, including supply timelines and all information stated in the tender form submitted by the company.
- The Ministry of Home Affairs reserves the right to cancel or postpone the tender process.

REMINDER - Tenderers who withdraw or cancel their offer or contract after approval has been obtained or after the tender closing date will be subject to penalties** in accordance with the regulations and guidelines under the Financial Regulations, 2022. The Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam is not obligated to accept the lowest bid or any bid deemed unreasonable. When accepting the tender, the Government reserves the right to accept either the entire tender or only specific parts of it.
